One instrument, one reading. It is a construction. Yesterday the Bureau of Labor Statistics reported that the Consumer Price Index, the official measure of what a fixed basket of goods and services costs, rose 0.1 percent in July and 3.4 percent over twelve months. Within that month, shelter accounted for [roughly two-thirds of the monthly](https://www.bls.gov/news.release/cpi.nr0.htm?utm%5Fsource=core-sector.beehiiv.com&utm%5Fmedium=referral&utm%5Fcampaign=a-1996-commission-found-1-1-points-of-bias-everything-changed) all items increase. So the headline was mostly one component. And the largest part of that component is not a price anybody pays. It is an estimate of what homeowners think their own houses would rent for. None of this is concealed. The method is published in detail and defended at length by people who take the work seriously. But a figure assembled from weights, estimates and adjustments is the output of a model, and a model can be sound in method while sitting some distance from your own experience of it. ## ▫️ THE MECHANISM Four decisions stand between raw prices and the figure you read. - **The basket carries weights.** Each category counts in proportion to average spending, so the index describes an average household rather than any household that exists. - **Homeownership is priced by survey.** The rent-equivalence method asks owners [if someone were to rent your home](https://www.bls.gov/cpi/factsheets/owners-equivalent-rent-and-rent.htm?utm%5Fsource=core-sector.beehiiv.com&utm%5Fmedium=referral&utm%5Fcampaign=a-1996-commission-found-1-1-points-of-bias-everything-changed) today, what it would fetch unfurnished. That answer, not a mortgage payment, sets the heaviest single weight in the index. - **Quality is subtracted from price.** Under hedonic adjustment the agency removes any price difference [attributed to a change in quality](https://www.bls.gov/cpi/quality-adjustment/?utm%5Fsource=core-sector.beehiiv.com&utm%5Fmedium=referral&utm%5Fcampaign=a-1996-commission-found-1-1-points-of-bias-everything-changed), so a dearer item that also improved may register as no increase at all. - **Substitution is assumed.** When one item becomes expensive, buyers are expected to move toward cheaper alternatives, and the arithmetic follows them there. Each step has a serious statistical case behind it. In 1995 the Senate appointed an advisory commission under the economist Michael Boskin to examine whether the index measured the cost of living accurately. The report landed in December 1996\. Its central finding was that changes in the index overstated changes in the true cost of living by [1.1 percentage points per year](https://www.ssa.gov/history/reports/boskinrpt.html?utm%5Fsource=core-sector.beehiiv.com&utm%5Fmedium=referral&utm%5Fcampaign=a-1996-commission-found-1-1-points-of-bias-everything-changed), with a plausible range of 0.8 to 1.6 points. That mattered because the index sets Social Security adjustments and tax brackets. Over the following years the agency adopted several of the recommended changes. By its own standards the measure improved. It also began printing a lower figure than the older method would have, and every payment tied to it followed. ## ▫️ THE PRESSURE TEST - **The criticism runs both ways.** Some economists argue it understates costs for older households, which spend more on medical care and less on categories where prices fall. - **Quality adjustment is not a sleight of hand.** A car with airbags is not the same car, and pricing them as identical would overstate inflation rather than correct it. - **The alternatives are published.** The agency also puts out an index for the elderly and a chained version, and anyone can compare them. - **Your basket is not the basket.** The published weight for shelter, food or fuel may sit far from your own, which is how the headline feels wrong while being correctly calculated. The useful response is not to argue with the index but to hold something whose worth is not defined by it. An ounce of metal is the same ounce in every basket, under every method, through every revision. ## ▫️ AUTHOR'S LENS | I stopped arguing about the inflation print a long time ago.
